Sir,
With reference to Colonial Office letter No.53964/38,
of the 13th December, regarding the duties to be charged
at the Kowloon office of the Chinese Maritime Customs,
I am directed by Viscount Halifax to state, for the
information of Mr. Secretary MacDonald, that he concurs
in Mr. MacDonald's view that the Governor of Hong Kong
should offer no obstacle to the application of the new
tariff at Kowloon. Lord Halifax considers that it
should be left to the discretion of the Inspector-General
to decide what action to take in the event of the Canton
authorities demanding that that tariff should be applied.
